Proposal of alternatives for the liquidation of an environmental liability in the commercialization of fuels

Abstract
An environmental liability is an improperly abandoned facility, contaminated soil, remains waste or others. To be considered as such, it must cause damage or risk of harm to the environment or people. The waste pool located in a fuel trader presents a risk of soil contamination by infiltration, which makes its liquidation essential to minimize the contamination caused by it. The characterization results showed that the residue is a hazardous waste similar to ultra-heavy oil, highly sulfurous and with a caloric value similar to it. The extraction of the waste, its reuse and the recovery of the impacted area was proposed. The use of the residue mixed with crude for energy generation was investigated, for which the stability/compatibility was evaluated in different proportions (2, 5 and 10 %), resulting that the mixtures studied are compatible. Appreciating that the increase of the residue in the mixture worsens the stability, so it is recommended to use the mixture with the minimum proportion (2 %), adding some reducing solvent to adjust the viscosity. For the recovery of the affected area, it is proposed to carry out in situ bioremediation. The proposed alternative is technically and economically viable.
